Is it harder for females to get six packs?

I'm baffled because I understand women have a higher body fat due to breast tissue, but that does not necessarily mean it should be harder to lose body fat. Would I be right in thinking this?

The most important thing to consider here is that generally females do not train to build big muscles, including the abdominal muscles. So for the specific question about a six pack, its not that its more difficult, its that generally females do not have the abdominal muscular development to represent a strong, well defined, deep ridged 6 pack.
So no, its not harder for women to lose body fat, its just different by the nature of training goals.
If your question was is it more difficult for females to build a six pack in terms of developing the muscles, then yes it is harder. Men have the convenience and luxury of testosterone to help us build muscle. Women do produce testosterone, but at a lower level, and women also obviously have much higher levels of oestrogen.
So losing body fat is no harder, but building muscle is harder, though not impossible.
