Gradient vs speed on a treadmill

If you're running on a treadmill and just trying to improve general fitness, what are the best tradeoffs with regards to speed vs gradient?
For example, is it generally better to maintain a comfortable speed but increase the gradient OR keep on the flat but increase speed? Or are there pros and cons of both approaches?
(Ignoring the benefits of things like interval training, etc.)

Probably, assuming that you’re working at about the same heart rate, it wouldn’t make much difference for your general fitness and fat loss whether you increase speed or incline on a treadmill.
The only difference would be that you’d be working your calves and quadriceps more with incline treadmill versus more hamstrings and gluts with flat treadmill at the higher speed.
