As far as the Jim Stoppani workout. My personal opinion is that 2-4 minute rests between sets is too long for optimal muscle hypertrophy for most people (certainly those who are not using anabolics). However, some great bodybuilders have used this kind of rest period with success.
For building muscle, I personally think rest periods longer than 60 seconds should only be used occasionally and are more in keeping with increasing strength, power and performance.
