Should you eat less carbs on days you're not training because you won't need as much to fuel your day and your body may store the carbs not used as fat ? Or should you keep carbs high all week? Thanks.

If you are trying to get or stay lean, unless you need to fuel long bouts of uninterrupted exercise - like long runs - or long, very intense lifting that has very short rests between sets, you should not need to to up your carbs before going to the gym. If you do traditional bodybuilding training and cardio, then there is no reason to add extra carbs before training unless you are on a very low-carb diet - such as less than 75 grams per day (for most people).
The time to have most of your carbs is just after training and the following morning. This will contribute to recovery because it will increase levels of the anabolic hormone insulin and will increase sugar (glycogen) storage in muscle, which will also support the recovery/muscle-building process. You can then go easy on carbs until after the next workout.
