When is the best time to train shoulders?

Hi All,
Whenever I get to the shoulder exercise, I can't lift much as I feel I have used all my energy on the previous exercises. Below is my Pull Routine:
Incline Bench
Flat Bench
Dips or Flys
Shoulder Press
CG Bench
Skullcrushers
Side Laterals
Cuban Rotations or Front Raise
Could someone please advise me on this. When would be the best time to do shoulders?

If you feel as if you are not getting the most from your shoulder workout in your push routine, why not try separating Chest and Shoulders into two separate workouts on different days space at least 2 days apart? The reason is mainly fatigue, your triceps would take a heavy beating from Incline and flat bench press, I know this even though I don't know your sets, reps, tempo, rest time, load etc. If you want to keep it in the same workout I would hit Shoulder press before dips/flyes. Another variation you can try is every other week or every 3rd week for example start with shoulder press then move onto bench press, this will shock your body, maybe into extra strength, growth etc.
